The independent maritime human rights charity Human Rights at Sea delivers the first in a series of new publications specifically focused on the implementation of the 2011 UN Guiding Principles on Business and Human Rights in the maritime environment.

Titled as:‘AN INTRODUCTION & COMMENTARY TO THE 2011 UN GUIDING PRINCIPLES ON BUSINESS AND HUMAN RIGHTS & THEIR IMPLEMENTATION IN THE MARITIME ENVIRONMENT’, the charity has worked with key stakeholders and human rights experts over a period of six months to provide a free and professionally produced publication in support of its Charitable Objectives expressly covering the topic.

The publication covers the background to the subject, the emerging need in the maritime environment, examples and case studies, as well as suggested self-help guidance for all maritime business enterprises and their senior management.

Reviewed by the team at the London-based Business and Human Rights Resource Centre,as well as the UN Global Compact (UK) and drafted alongside CLTenvirolaw, the new publication demonstrates the increasing need for the implementation of the UNGPs in the maritime environment for all maritime business enterprises as a matter of course, not as a matter of exception.

The Foreword has been written by Phil Bloomer, Executive Director of the Business and Human Rights Resource Centre, who says: “This Human Rights at Sea publication is a welcome and important contribution to raise awareness about human rights responsibilities of businesses among a sector that has been largely absent from most discussions around the UN Guiding Principles on Business and Human Rights.”

The Charity’s CEO, David Hammond, commented: “We are very grateful for all expert inputby key stakeholders contributing to yet another one of our expanding core publications. Unfortunately, to date, the subject matter has not received the kind of engagement with that one would expect from businessesoperating ethically and socially responsibly within the maritime supply chain. We therefore aim to drive change and we hope that leadership on this matter will start to be shown more widely by the shipping and fisheries industries. Meantime, our charity will continue to deliver relevant supporting guidance and free publications concerning human rights at sea that are well researched, objective and independently produced.”

With the high rate of unemployment in Nigeria and the undeniable fact that graduates whether full or half baked are churned out yearly in their millions from the different universities, a lot of people have begun to wonder whether university education is still worth its onions like it was in years past. For instance the value of a university degree has depreciated over time. It is arguable that a university degree is now worth about the same as a secondary school degree was in the past. Based on this, many people now think, skills and talents training should be emphasized over a university degree. DailyNews9ja has gathered a couple of points to shed more light on this debate…

Expensive: Before now university undergraduates paid little or nothing to earn a degree and were treated as kings and queens when they graduated. Older Nigerians have often regaled the youths with tales of how they had whole chicken on Sunday, hostel bedclothes washed and irons for them and a meal ticket everyday including various options of employment on graduation but today many Nigerians pay millions to get the same degree and end up unemployed at the end of the day.

Aside the stress of gaining admission, lectures and lecturer troubles are also faced by students.

Talents: Some people spend as much as four, five or six years in the university for a degree they might eventually never use and probably end up as a professional makeup artist, fashion designer or photographer. Imagine if such specialty schools were what they focused their energy on from the onset instead of the the university thing they probably didn’t need in the first place?

Return on investment: Only a few Nigerian graduates actually get the dividends of going to the university while many just spend most of their their productive years either searching for a job or enslaving themselves in the form of underemployment. Some even have to cope with very pitiful working conditions, working hours and horrible take home pay.

Distinction: OK, no one is saying a university education is bad and has no merits at all. Whether we like it or not, whether a graduate has a good job or not, there is still respect from the society, but we hope things get better all round for graduates in this country. Whether they end up as photographers or clothes makers, they still sort of have more ideas and packaging than those who don’t have a degree.

So what do you think about university education – is it be for everyone???

Does Everyone Have To Go To The University??

The Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, Garba Shehu, has made good his threat to drag the Peoples Democratic Party, PDP, to court for accusing him of illegally trading in foreign exchange.
He, however, gave the opposition party 72 hours to withdraw its claim and tender an apology to him.
The PDP, through its Twitter handle @PdpNigeria, had on Saturday accused the presidential spokesman of buying USD800, 000 from the Central Bank of Nigeria at the rate of N185 and selling same off at black market rate of N350.
In an earlier response, Mr. Shehu denied the allegation saying “The day I choose to start trading in FOREX I will resign as a presidential spokesman”.
He also threatened to launch a defamation suit against the “coward and psychopath” behind the @PdpNigeria handle “and I will claim money in millions as damages”.
Having verified that the Twitter handle in question (@PdpNigeria) is the official handle of the PDP, the media aide to the president, through his lawyers, Cherish Solicitors, wrote to the party’s national chairman, Ali Modu Sheriff, asking him to write a letter of apology and a retraction of the publication within 72 hours of the receipt of the letter.
“We shall be left with no option than to have recourse to our client’s rights under the law”, Mr. Shehu’s lawyer said.

Speaking with newsmen yesterday in Abuja, Fayose who recounted the list of elections held so far under the Buhari’s administration which have been marred with violence, warned that power should not be abused by anybody irrespective of how highly placed.

Fayose said, “I am telling you the truth. Power doesn’t come from anywhere. God rules in the affairs of men.

“Oppressing, bringing and cutting people down, taking their blood, God is angry. The way this government is taking people down, God is angry. God isn’t happy. Go to Rivers, they kill people.

“Go to Akwa Ibom, they kill people. Go to Bayelsa, they kill people, incarcerate innocent people. God is angry with Buhari. You can’t continue to take the blood of the innocent.

“Look at my predictions for the year 2016 for Nigeria, everything has come to pass. This is a different ball game. He that will take me, he that will go against me must first of all defeat God. If these were the kind of violence that greeted Buhari’s election would he ever be president.”

Reacting to the just concluded expanded retreat of the National Economic Council, NEC in Abuja, Fayose wondered if the resolutions made will not be swept under the carpet as it is the usual norm.

A 65-year-old Canadian man placed his bid to claim the Guinness world record for most knuckle push-ups in a minute when he performed 91 on Tuesday. Al Waselenchuk completed the feat at the Northern Alberta Institute of Technology’s gymnasium, where the school captured video of his attempt.

He will have to wait eight weeks for Guinness to verify his attempt, which appears to have surpassed the old record of 79 knuckle push-ups currently held by an American man. “If I don’t make it, I don’t make it. I don’t know whether I will attempt it again,” Waselenchuk told the CBC. He first decided to attempt the record himself after seeing KJ Joseph of India set a total of 82 in February.

“I thought geez, that’s achievable,” he said. “I figured I could do better.” Waselenchuk began training for the record in November and said he lost about 22 pounds in the process — adding that he’d been feeling overweight prior to his training.

Despite admittedly experiencing some nervousness, Waselenchuk was able to pull off the attempt with relative ease as onlookers cheered him on. “I was stressed. I didn’t want to embarrass myself in front of all those people,” he said. “But it felt pretty good when it was all over.”

The Police Service Commission (PSC) has launched a portal for the recruitment of 10,000 officers as directed by President Muhammadu Buhari.

At the National Security Summit last year, Buhari ordered the Police to recruit more men to boost security.

The Commission Chairman, Mike Okiro, who unveiled the portal, said the portal would be opened to the public on April 1.

In a statement, yesterday, PSC’s Head of Press and Public Relations Ikechukwu Ani said the recruitment process online is free for intending officers.

According to Okiro, there had been no recruitment into the Police for over five years due to financial constraint. He said thousands of policemen, who died in service, were dismissed or retired, had not been replaced since the last five years, leaving the Force under-manned and overstretched.

He advised interested Nigerians to access the portal through the commission’s website www.psc.gov.ng or that of the Nigeria Police Force, www.npf.gov.ng.

He also warned Nigerians not to fall victim of fraudsters. “We are not charging money; it is free, absolutely free and the portal has been structured in a way that there will be no short cut. So, everybody must go through due process.”

“The commission will be recruiting candidates into the three entry points of the Nigeria Police Force which are Constable, Cadet Inspector and Cadet Assistant Superintendent of Police (ASP). There will also be recruitment into the Specialist cadre,” Okiro said in the statement.

The Nigerian National Petroleum Corporation (NNPC) has said that Dr Ibe Kachikwu’s ‘sincere’ assessment of the fuel supply scenario was misinterpreted during a brief chat with State House Correspondents at the Presidential Villa Wednesday.

The Corporation in a statement decried the “misinterpretation” of an otherwise benign and sincere assessment of the fuel supply scenario by Dr. Kachikwu at the Presidential Villa after leading members of the National Union of Petroleum and Natural Gas Workers (NUPENG) and Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) to a meeting with Mr. President.

According to journalists at the state house, Kachikwu said despite the efforts being put in place by the Federal Government, fuel queues might not be completely eliminated until about two months. He said since he was not a magician, the queues could not be eliminated with a magic wand.

A statement signed by Garbadeen Muhammed, Group General Manager, Group Public Affairs Division said: “The Minister’s candour is in keeping with the regime’s policy to be open and sincere with Nigerians at all times.

“For the avoidance of doubt, it is pertinent to state that efforts are in full gear to eliminate all extraneous factors which have so far impeded the free flow of petrol across the country, especially the issue of foreign exchange for oil marketers which the Honourable Minister is working with the Central Bank of Nigeria to resolve,” the NNPC stated.

The NNPC assured Nigerians that the fuel scarcity would end soon as the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu has activated the enablers to ensure sanitization of the fuel supply and distribution matrix.

Ekiti State Governor, Mr. Ayodele Fayose, on Monday, dared President Muhammadu Buhari to declare a state of emergency in Rivers State over the bloody election re-run that took place over the weekend.

“You want to declare state of emergency, declare it and we will tell you that the state of emergency will not work too. This country belongs to all of us,” the Ekiti governor said shortly after the economic retreat organised by the National Economic Council inside the old Banquet Hall of the Presidential Villa, Abuja.

Fayose said he was aware of the president’s ‘state of emergency’ plan for Rivers and a similar plan for Ekiti State.

“They have been insinuating that (state of emergency) too in Ekiti. We have been waiting for them. Power has gone beyond the leaders; power has gone back to the people,” he said.

“If you watch the trend, PDP has always won all the elections after the annulment. Which means what happened in Rivers is just a service of ego of some individuals who believe they have Nigeria in their pockets and they can call the President at will to deploy the military.

“It is unfortunate that somebody would allow the military to kill his own people.

“I strongly condemn the elections in Rivers and charge that we sustain the legacy of transparent elections.

“For me in Ekiti, we learned from that and we are prepared. We prepare for election every day and we are fully prepared,” he added.

Fayose urged Buhari to sustain the legacy of free and fair elections which his administration inherited.

THE LEADER of Niger Delta Volunteer Peoples Force, Alhaji Mujahid Asari Do¬kubo, has called on the Fed¬eral Government to release the leader of Indigenous People of Biafra (IPOB), Mr. Nnamdi Kanu, who has been detained since October 2015. “Kanu did not commit any crime by calling for self-determination and he should be freed.

He said Kanu should be released and allowed to continue working towards the restoration of Biafra, be¬cause, according to him, he has done nothing wrong.

“Kanu did not commit any crime by calling for self-determination and he should be freed.

“It is never a crime to call for self-determination, thus, he should be freed. Biafrans have to put away their differences and make sure he comes out.

When I was in detention, Igbo came together to bring me out. Nnamdi has done tremen¬dously well and has shown resoluteness in the Biafra struggle. Our goal is our in¬dependence and the good of our people.

“IPOB should extend their campaign to every re¬gion in Biafraland and not just Igboland. The Biafra gospel should be preached everywhere and people should be told why they should fearlessly join in this movement.”

He lauded IPOB and Kanu for coming this far in their struggle.
“It is our collective re¬sponsibilities that will make Biafra restoration a success.

“The Biafra struggle is for everyone and no one can do it all alone, thus, ev¬eryone should do away with differences and come to¬gether to make sure Kanu is freed and Biafra is restored.

Leadership should not be our interest now; everyone should focus on our goal, which is the restoration of the sovereign state of Bi¬afra.

“Any Biafran who wants to deny the fact that Kanu catalysed this quest for Bi¬afra independence is lying to himself; it is an obvious truth.

“This is not time to nurse grudges against one another so that our enemies will not take advantage of it and then use it against us.

“ I urge every Biafran to be strong and also call for the release of our brother, Kanu,” he affirmed.

The House of Representatives said on Wednesday that the N1.4trillion fine imposed on MTN by the Nigerian Communications Commission “must” be fully paid as against the N780billion the Federal Government negotiated with the telecommunications service provider.

The House also expressed unhappiness over the role played by the Minister of Justice and Attorney-General of the Federation, Mr. Abubakar Malami, in the negotiations leading to a reduction in the $5.2billion fine.

Its Committee on Telecommunications said at a meeting with the Minister of Communication, Mr. Adebayo Shittu, and top officials of NCC in Abuja that Malami usurped the powers of the NCC.

The development came as the House ordered an investigation into the alleged non-remittance of levies and surcharges by the Nigerian Maritime Administration and Safety Agency, totalling $10bn.

The Chairman of the committee, Mr. Sajeed Fijabi, noted that the NCC, being the government approved regulator, should have led the negotiations and not the AGF.

The NCC had slammed the fine on MTN for failing to suspend unregistered subscribers from its network.

Fijabi said, “There is nowhere in the law that said there is room for reduction.

“If you are reducing this now, what happens to Globacom and others? I see MTN going to court every time as a way to circumvent the law. In the US, British Petroleum paid its full fine for oil spills.”

He said there was clear evidence that the NCC had been put under pressure to develop cold feet on insisting that the fine should be paid in full.

“Somebody is not allowing you to handle this matter the way you should. After you have imposed the fine, somebody negotiated and reduced it.

“You imposed the fine, you should take the lead on the negotiations, but now you are being sidelined. You gave them N1.4tn fine, and we at the National Assembly have already projected that amount as part of FG revenue.”

Mr. Nnamdi Kanu

Leader of the Indigenous People of Biafra, Mr. Nnamdi Kanu, and his co-accused – David Nwawusi and Benjamin Madubugwu – have levelled allegation of bias against Justice James Tsoho before whom they are being prosecuted at the Federal High Court in Abuja.

Kanu and his two co-defendants are being prosecuted on six counts of treasonable felony, unlawful possession of firearms and other offences bordering on their agitation for secession ‎of the Republic of Biafra from Nigeria.

They have approached the Abuja Division of the Court of Appeal to compel the Chief Judge of the Federal High Court, Justice Ibrahim Auta, to withdraw the case from Justice Tsoho and re-assign it to another judge.

The defendants accused Justice Tsoho of bias following the judge’s ruling delivered on Monday, which would permit prosecution witnesses to testify behind a “shield” in order to hide the witnesses’ identities from the members of the public present in court.

The defendants on Tuesday filed a one-ground notice of appeal before the Abuja Division of the Court of Appeal, asking for an order setting aside Justice Tsoho’s ruling and transfer of the case to another judge of the Federal High Court.

Justice Tsoho is the second judge of the Federal High Court Kanu would be accusing of bias with respect to his ongoing trial.

Troops of 26 and 28 Task Force Brigades repelled an early morning daring attack by fleeing Boko Haram terrorists on military locations at Pulka and Bitta in the fringes of Sambisa forest.

Today, troops of 114 Task Force Battalion came under three-pronged attack by Boko Haram terrorists fanning out of Sambisa forest from Damboa, Tokumbere and Pulka axis.

At the end of the debacle, 2 Boko Haram insurgents paid for their atrocities with their lives while several others sustained gun shot injuries. The fate that befell those that attacked Pulka was more dreadful.

The ever ready and vigilant troops rose to the occasion by repelling the attacks and killing all the 16 attackers and captured one of them alive during the exploitation. The gallant troops also recovered 11 AK-47 rifles, 3 General Purpose Machine Guns (GPMGs), 1 Browning Machine Gun (BMG) and 2 Toyota Hilux vehicles. Others are a 60mm Mortar tube, 7 boxes of 12.7mm ammunition and 1 belt of 12.7mm ammunition.

It is gratifying to state that there were no casualty on our own troops except for 3 soldiers that sustained minor injuries.
The troops remained on maximum alert and are equally busy consolidating and continuing with their clearance operations with high morale.

The PDP’s NEC agreed that two female members would be elected from the North-Central, one from the North-East and one from the North-West to the new BoT.

Make your fat burn fat.

Seriously: Your flab can help you shed pounds. How? Just as there's more than one kind of fat in food, there's more than one type in your body. White fat is the bad stuff you want to zap. But a second kind, brown fat, actually torches calories. "Up to 80 percent of adults have brown fat deposits in their bodies," says Aaron M. Cypess, MD, PhD, an assistant professor of medicine at the Joslin Diabetes Center and Harvard Medical School. This good fat is powerful because it's packed with mitochondria, the parts of cells that generate heat. When activated, as little as two ounces of brown fat can gobble up as much as 20 percent of your body's calories.

Exercise is one of the best ways to get your brown fat in gear. In a study, scientists at Harvard's Dana-Farber Cancer Institute discovered that working out releases a hormone called irisin, which converts white fat to brown. Exercise for a half hour at least five days a week to turn up the burn.

A total 158 Nigerians are waiting to be executed over drugs related offences in China, Malaysia, Singapore and Indonesia, the Senate said on Tuesday.

Moving a motion tagged: “Nigerians involvement in illicit global drugs trade and increase in domestic drug abuse by Nigerian youth”, Senator Gbenga B. Ashafa (APC, Lagos East) said 120 of persons are in China. He said 30 are in Malaysia, seven in Indonesia and one in Singapore and that six Nigerians were executed for drugs related offences last year. He noted that the Malaysian authorities have again issued a strong statement that 40 percent of the foreigners being arrested for drug offences are from Nigeria. Student disguise He observed that in their desperation, Nigerians are disguising as “university students”, colluding with drug syndicates to undermine the visa system and gain entrance into Malaysia, Indonesia, Thailand and other drug traffic routes

“On getting there, they abandon the education agenda and get busy with their illicit and illegal drug business activities; trading in opiates, cocaine, heroin, cannabis and amphetamines,” he said. He said that the Federal Government has not swung into strategic action to curb the menace of drug couriers and their sponsors both in and out of Nigeria. He noted that the incidence of young Nigerians abusing substances including Codeine, Rochephenol, Tramadol, heroin, Cannabis Sativa (Indian Hemp) and even different grades of crack cocaine have become prevalent in across the country. Traffickers and couriers He said Nigeria topped the list of the countries involved in drug trafficking and drug use in West Africa’s and also the list of drug couriers arrested in Europe in 2011 and 2012.

Contributing to the motion, Senator Jibrin Barau (APC, Kano North) said the rates at which housewives are abusing drugs are alarming. “We need to do something about, it has gone beyond youth and now it is very prevalent among married women. Women who are in charge of upbringing of children are now drugs addicts,” he said. The Senate however urged the Federal Government to restructure and reposition the National Drug Law Enforcement Agency (NDLEA) to be able to meet the challenges of evasive drug traffickers using Nigerians to traffic drugs.

The Federal High Court sitting in Lagos in a landmark judgment has held that successive governments since the return of democracy in 1999“breached the fundamental principles of transparency and accountability for failing to disclose details about the spending of recovered stolen public funds, including on a dedicated website.”

The court then ordered the government of President Muhammadu Buhari to “ensure that his government, and the governments of former President Olusegun Obasanjo, former President Umaru Musa Yar’Adua, and former President Goodluck Jonathan account fully for all recovered loot.”

The judgment was delivered on Friday by Hon Justice M.B. Idris following a Freedom of Information suit no: FHC/IKJ/CS/248/2011brought by Socio-Economic Rights and Accountability Project (SERAP). The details ordered by the court to be disclosed include: information on the total amount of recovered stolen public assets by each government; the amount of recovered stolen public assets spent by each government as well as the objects of such spending and the projects on which such funds were spent.
Justice Idris dismissed all the objections raised by the Federal Government and upheld SERAP’s arguments. Details later

The Presidency on Monday said President Muhammadu Buhari never promised to pay unemployed graduates N5,000 monthly. The Senior Special Assistant to the Vice President on Media and Publicity, Mr. Laolu Akande, said this in an interview with State House correspondents. Akande, whose boss, Vice President Yemi Osinbajo supervises the economy, spoke while reacting to statement credited to Buhari in which the President ruled out the possibility of his government paying N5,000 monthly allowance to unemployed youths in the country as promised by his party, the All Progressives Congress, ahead of the 2015 presidential election. He said the provision the government made in the 2016 Budget currently before the National Assembly is to pay N5,000 monthly to one million extremely poor Nigerians, and not the unemployed graduates.

He said the promise to the poor still stands. He explained that a provision for half a trillion naira had been made in the budget for social investment, which he said included the payment for the extremely poor. Akande said, “The budget for 2016 which has been submitted to the National Assembly has made an allocation of half a trillion naira, the first time in the history of this country’s budget where you have that huge chunk of money allocated for social investment.

In that N500bn which is half a trillion naira, close to about 20 per cent of the entire budget, there are six social safety net programmes. “One of them is the Conditional Cash Transfer where government is going to pay N5,000 monthly to the vulnerable and extremely poor Nigerians. That promise stands.

“The President never promised to pay unemployed graduates N5,000; the President never made that promise and the government never made that claim that it will pay N5,000 to unemployed graduates. “The programme for unemployed graduates is the direct creation of half a million teaching jobs so that they will be trained; 500, 000 unemployed graduates will be trained to teach and they will be deployed to teach, while they are looking for their career paths or jobs. That still stands! “In addition to that, there is also a scheme to train 370, 000 non-graduate youths for skill acquisition and vocational training. During the time of that training, they will also be paid.
