Ex-militants under the aegis of Bakassi Freedom Fighters in Akwa Ibom State have threatened to distrupt the activities to mark the 28th Anniversary celebration of the creation of the state if Governor Udom Emmanuel continues to dither on their empowerment programme.

They have, therefore, given the state government a seven-day ultimatum to address their demands, failing which they would vandalize pipelines at Frontier Oil Limited and interrupt events at the Ibom International Airport and ExxonMobil.

“The Akwa-Ibom state government has neglected our members since we dropped our arms to embrace the Federal Government Amnesty Programme. We have waited this long to see whether the state government would see reasons to empower us to become independent so that we do not remember the past but government seems to have only deceived us,” Spokesperson of the group, Commander Ebong Friday, said during a chat with the Niger Delta Voice (NDV) in Eket.

Friday alleged that the state government has defaulted on the agreement reached with ex-militants in 2011.

“So, the only way to remind the government of its promises to us is to disrupt activities in Akwa-Ibom Airport, ExxonMobil and vandalize pipelines at the FOL-Frontier Oil Limited.

“It is very unfortunate that the state government is taking us for granted, we dropped our arms at the course of the Presidential Amnesty Programme and embraced peace.

“It was the Akwa-Ibom state government that pleaded with us to embrace the Amnesty Programme and we surrendered our arms with an agreement that they will train and integrate us in the society,” he said.

All efforts by the Adams Oshiomhole committeeresponsible for the conduct of the primary election to save the day provedabortive as Alaibe, in company of his close associates, left the venue inobvious protest of the situation.
Many of his supporters were also seen joininghim in their mass exit from the Samson Siasia stadium venue.Alaibewas said to be getting ready to address a press conference on the issue latertoday.

Meanwhile,our findings also indicated that some of the governorship aspirants havestepped down for the former governor, Timipre Sylva. As at the time of filingthis report, Sylva was leading in the number of votes cast and likely to emerge winner.

Justice Danladi Umar of the Code of Conduct Tribunal on Friday in Abuja ordered a bench warrant against the Senate President, Dr. Bukola Saraki, for failing to appear and answer charges over alleged false declaration of assets.

The judge specifically ordered the Inspector-General of Police, Mr. Solomon Arase or other security agencies to arrest Saraki and produce him in court on Monday to take plea in the 13-count charge slammed on him by the Federal Government.

But Saraki’s lead counsel and former President of the Nigerian Bar Association, Mr. Joseph Daudu, has filed an appeal asking the court to set aside the ruling.

He said, “It is trite that when an accused files an application challenging the jurisdiction of a court/tribunal to adjudicate on the charge brought before it, the accused need not be present in court.”

Daudu said the trial judge erred in law and “acted without jurisdiction by countenancing and assuming jurisdiction over the criminal trial/prosecution of the accused/appellant at the Code of Conduct Tribunal for a charge, which is being challenged at the FHC, Abuja in suit No: FHC/ABJ/CS/775/2015 between Dr. Olubukola Abubakar Saraki vs Ministry of Justice and three others and in disobedience of the order of the FHC, Abuja Division dated September 17, 2015.”

He sought an order setting aside the ruling of the lower tribunal dated September 18, 2015.

The Federal Government had, on September 11, filed a 13-count charge against Saraki before the CCT and the case fixed for Friday (yesterday) for his arraignment.

According to the suit filed at the CCT, allegations against Saraki include failure to declare property on Plot 2A, Glover Road, Ikoyi, Lagos; failure to declare property on No 1, Tagus Street, Maitama, Abuja (Plot 2482, Cadastral Zone A06, Abuja) and failure to declare property No 3, Tagus Street, Maitama, Abuja (Plot 2481, Cadastral Properties Limited).

Others are claiming to own property on No 42, Gerard Road, Ikoyi and earning N110, 000,000 per annum at a time the property was under construction; failure to declare N375m GTB loan converted to 1.5m Pound Sterling and used to purchase property in London; operating a foreign bank account; transfer of $3.4m from GTB to foreign bank account during his tenure as governor and failure to declare leasehold interest in No. 42, Remi Fani-Kayode Street, Ikeja.

Saraki was also alleged to have made anticipatory asset declaration of a house in Ikoyi in his asset declaration form he submitted to the CCB in 2003.

But in an effort to stop his arraignment, Saraki approached the Federal High Court in Abuja with an ex-parte application seeking to restrain the Federal Government, Code of Conduct Bureau and CCT from arraigning him.

In his ruling, Justice Ahmed Mohammed had summoned the chairman of CCB, Mr. Sam Saba, and a Deputy Director in the Federal Ministry of Justice, Muslim Hassan, to appear before it on Monday to show cause why Saraki’s application should not be granted.

When the matter came up on Friday before the tribunal, the accused person was represented by Daudu and Mahmud Magaji.

The prosecuting counsel (Hassan) argued that the accused was not in court despite the fact that he was served with the summons.

He however prayed the tribunal to issue a bench warrant on Saraki for disobedience of court orders.

Hassan said, “I am surprised that the accused is not in court because he has been served with the summons. They exhibited it in their process, yet he is not here. In the circumstances, we humbly apply that a bench warrant be issued on the accused for disobedience of court orders. This court is constitutionally empowered; we apply that a bench warrant be issued, we can even give him two hours for us to be able to process the bench warrant.”

But Magaji opposed the application, stating that the charge and the prosecution lack validity to come before the court on the ground that there is no incumbent Attorney-General of the Federation and Minister of Justice.

He further argued that there was a pending ruling of the Federal High Court which had summoned chairmen of CCB, CCT and Hassan.

Magaji said, “My Lord, the application before you should be expunged including the appearance. That is, the appearance of the prosecutor should be expunged. The basis of our application is simply that the person making the application doesn’t have the locus standi to make the application.

“For him to be able to appear as a prosecutor in this case, there must be an incumbent AGF. This is in line with Section 24 (2) of the CCT Act which provides that the AGF should authorise prosecution.”

In order to assist in the interpretation of his argument, he cited paragraph 18 of the Third Scheduled of the CCT Act which implies the prosecutor, meaning AGF or anybody authorised by him.

“Where there is no substantive AGF, there is no authorisation,” he said.

Magaji cited Attorney-General of Kaduna State vs Hassan, a Supreme Court verdict in 1985 contained in the Nigerian Weekly Law Report, pg. 486.

He said, “The Supreme Court said the power of Nolle Prosequi should only be executed by the AGF. It means that his application is a nullity because you cannot put something on nothing.

“The application by the counsel purportedly representing the AGF is grossly misconceived in view of the fact that my learned friend is aware of a pending suit in the FHC.

“With respect to Section 122 of the Evidence Act in 2011, this tribunal is empowered to take judicial notice of the ruling we are referring to in the circumstance.”

The tribunal later stood down the matter and adjourned for about three hours.

Delivering his ruling, Justice Umar held that the tribunal took notice of the fact that there was no AGF at the moment and that the absence of the AGF did not stop the filing of a criminal charge.

He said that in the absence of the AGF, the Solicitor-General could institute such a charge.

The tribunal knocked off the argument of the accused.

On the issue of a pending ruling, the tribunal held that the FHC has the same jurisdiction with it, and hence, it is not binding by its ruling.

Justice Umar held that the tribunal would go ahead with the trial.

The judge also said that it was clear that the accused person had been served with the summons, as such was shown by the proof of service.

He said, “This tribunal is established under Section 15(1) of the 5th Schedule of the 1999 Constitution as a special vehicle vested with the powers to promote probity and accountability in the public service.

“The accused is expected to respect the summon of this court and respect the constitution which he has sworn to protect as a senior citizen of this country.

“I hereby order a bench warrant to be issued on the defendant. The IGP and other relevant security agencies are to produce him in court on the next adjourned date.

No court of co-ordinate jurisdiction can halt the proceedings of this tribunal. This tribunal called on the Senate President to come and stand his trial.”

The tribunal later adjourned till Monday for arraignment.

The Force Public Relations Officer, Olabisi Kolawole, said the police had not been served with the order for the senate president’s arrest.

“The Inspector-General of Police has not been served with the order. When we get the order, we will know the next step to take,” Kolawole said.

But Saraki has said the order for his arrest by the CCT is nothing but a desperate bid by his opponents to settle political scores.

Saraki was reacting to Friday’s order for his arrest by the CCB.

He said while he is prepared to submit himself to the judicial process, he would not hesitate to go through the same process to protect himself when there are infringements on his rights.

The President of the Senate said this in his first official reaction to the order.

His reaction was contained in a statement signed by his Special Adviser (Media), Yusuf Olaniyonu, in Abuja, on Friday.

In a veiled reference to his unnamed political rivals, the Saraki team said, “We want to emphasise the fact that this is not part of any war against corruption but using state institutions to fight political opponents and seeking to achieve through the back door what some people cannot get through democratic process.”

The statement partly read, “We need to caution here that in a desperate bid to settle political scores and nail imaginary enemies, we should not destroy our democratic institutions and heat the polity for selfish reasons. Let us all learn from history.”

According to the statement, it was a surprise that despite the application by the lead counsel to the Senate President undertaking to produce Saraki on Monday, and Saraki’s standing in the nation, the Tribunal insisted on issuing a warrant of arrest as if its intention is simply to embarrass Saraki.

The statement also said the Saraki team is not unmindful of the fact that the tribunal “is acting under political influence and external pressure” which it said is dangerous to our democracy.

It equally said the conduct of the tribunal on Friday left nobody in doubt that it cannot do justice on the matter before it.

“It is also clear that today’s decision is an abuse of the rule of law which portends danger to our judicial system. The tribunal has equally set a bad precedent in the way and manner it conducted itself during the proceedings,” it added.

The statement which described the Senate President as a law abiding citizen, said his absence from the tribunal was based on the legal advice he received from his counsel that the tribunal would respect the decision of the Federal High Court which is obviously a superior court of records.

It also said Saraki relied on a letter from the Chief Justice of Nigeria directed to the Chairman of the tribunal last May that they are not judicial officers and inferior to the regular High Court as defined by the law and that they took official oath not judicial oath.

One of our correspondents, who visited Saraki’s residence at Yesderam Street, Maitama, the Federal Capital territory, learnt that the senate president was in a meeting with his supporters and aides.

A security officer at the gate said Saraki had been holding meetings throughout the day.

“The senate president has been holding meetings since morning and he is in a serious meeting now, so he cannot receive any visitor,” the officer said.

The swanky residence was manned by a combined team of policemen and plains clothes personnel suspected to be personnel of the Department of State Services.

The officers, who were quite civil, stood at the gate while a few others were seen inside the compound.

A row of vehicles and police power bikes were parked in a line inside the premises.

Forty passengers and crew members aboard United Airlines Flight 93 died when the plane crashed into the field. It is believed that the hijackers crashed the plane in that location, rather than their unknown target after the passengers and crew attempted to retake control of the flight deck.

Shortly after, a private memorial ceremony will include wreath laying and remarks by Secretary of Defense Ash Carter. It will be attended by relatives of the victims.

At the White House, President Barack Obama will observe a moment of silence on the south lawn to mark the anniversary of the attacks. He is also scheduled to visit Fort Meade in Maryland, where he will talk with troops and express his appreciation.

"The President very much values face time with troops -- listening, asking, and answering questions, and he looks forward to taking time on the anniversary of 9/11 to engage directly with service members," Pentagon spokesman Peter Cook said.

At the Pentagon, 184 people were killed when hijacked American Airlines Flight 77 crashed into the building. It struck at 9:37 a.m.

Jolie said in Tuesday’s committee on sexual violence in war that ISIS “knows that it [rape] is a very effective weapon, and they are using it as a center point of their terror and their way of destroying communities and families.”

Jolie said ISIS are dictating rape “as a policy” in Syria and Iraq.

“They are saying: ‘You should do this, this is the way to build a society, we ask you to rape,’” Jolie said.

“We really have to have a very strong response at this time to this particular group,” Jolie said.

Nigerian soldiers are notorious for their brutality and bad behaviour, especially towards the civil populace. In spite of the fact that they have been out of power for 16 years, delinquency in the ranks of the Nigerian Army personnel is still unrestrained.

  The misconduct graduated inversely recently when a group of soldiers defiled a Magistrates’ court in Benin, the Edo State capital, shot indiscriminately and freed four suspects brought there for arraignment for traffic offences. This is condemnable.

Throwing decorum overboard, the soldiers, said to be attached to a construction company, had earlier invaded the premises of the Edo State War Against Indiscipline, and beaten up the workers before heading for the court. The WAI officials had arrested a couple for traffic violation, but were prevented from putting them to trial by the pugnacious Army personnel. This amounts to gross irresponsibility. A court of law is sacred; it is the temple of justice, which should not be desecrated for any reason. This act should not be tolerated and the soldiers concerned must be visited with severe punishment after a thorough investigation had been conducted.

The military is a repository of self-discipline and rectitude, an institution whose members subscribe on oath to be loyal to the nation and its laws. Any military that cannot subordinate themselves to civil authority portend danger to democracy. But the case with the military in Nigeria is replete with crude tales of recklessness, insubordination and bellicosity. Here, soldiers, because they usually get away with impunity, have come to be law unto themselves. In June 2015, Amnesty International accused the Nigerian military of gross abuse of human rights in the war against Boko Haram insurgency in the North-East. It is a repugnant tradition that has to change, with the top hierarchy leading the way.

A few of the misdeeds bear recollecting. Two weeks ago, a Nigerian Navy rating got inebriated at his duty post in Ikorodu, Lagos, where he was guarding oil pipelines along with his colleagues. The outcome was that he picked up his weapon and started shooting, killing one and injuring two other persons. He should not get away with murder.

In a callous case that occurred in 2005, a naval officer, Felix Odunlami, shot a commercial motorcyclist – Peter Edeh – at a traffic light in Ikeja, Lagos point-blank for brushing his car. Odunlami was dismissed and sentenced to life imprisonment in 2013 after a lengthy legal process that terminated at the Supreme Court. In a celebrated incident in 2008, four ratings attached to Harry Arogundade (a rear admiral), brutalised and stripped a lady, Uzoma Okere, naked in Lagos.

The Department of State Services has commenced the screening of ministerial nominees sent to it by President Muhammadu Buhari.
It was gathered that no fewer than 20 nominees had been vetted by the DSS operatives since the exercise started.

The President was said to have sent to the agency a total of 36 names of would be ministers for security checks.

The identities of the nominees were top secret as of Wednesday.

The President had indicated in a chat with journalists in Accra, Ghana, on Monday that he would keep his promise of announcing names of his ministers this month.


Investigations showed that the screening process by the DSS involved conducting background checks on the careers of the nominees and operatives were also checking for records of the nominees with anti-graft and security agencies.

One of our correspondents gathered that people on the list included mainly those who worked with Buhari when he was in the military and during his stint as the chairman of the defunct Petroleum Trust Fund

The DSS could not be reached for comment on Wednesday as it had yet to appoint a spokesperson.

‘Security screening not public’

When asked if the Presidency had directed security agencies to vet ministerial nominees, the Special Adviser (Media) to the President, Femi Adesina, simply replied via a text message, “Security screening is naturally a behind-the-scenes matter, thanks.”

Top ranking members of the governing All Progressives Congress have also refrained from speaking about ministerial appointment by Buhari.

One of the APC leaders, who asked not to be named, said, “The truth is that the President is someone who believes in due process.”

“His choice of Daura (Lawal Daura), a member of the old guard, as the DG DSS should tell you something; even those contacted for screening know that any leak of information traced to them could ruin their chances,” the source added.

The National Chairman of the party, Chief John Oyegun, has been out of Abuja for almost one week.

Calls to his mobile phone indicated that it was switched off.

Repeated calls to the mobile telephone number of the National Publicity Secretary of the APC, Mr. Lai Mohammed, were neither picked nor returned as of the time of filing this report.

The ministerial list is yet to be forwarded to the Senate as it is still undergoing security screening.

The President, in an interview he granted the Hausa Service of the BBC on Tuesday, had given a hint about what influenced the appointments he had so far.

He had said, “If I choose people who I know quite well in my political party, people whom we came (together) all the way right from the All Paeoples Party, Congress for Progressive Change and the APC and we have remained together through good and trying times, what then is the reward for such dedication and suffering? They did not defect because of positions; they did not involve themselves in the pursuit of personal gains.”

Such considerations are also likely to influence his choice of ministers, sources indicated.

It will be recalled that Buhari had in July said his cabinet would be made known in September.

The President, in an article published in Washington Post on July 19, said it would neither be prudent nor serve the interests of sound judgment for him to have formed his cabinet immediately he was inaugurated on May 29.

He said it was necessary for the country to first put new rules of conduct and good governance in place before he could make critical appointments into his government.

The article was published ahead of his historic meeting with President Barack Obama of United States in July.

He said it was noteworthy that Obama did not have his full cabinet in place for several months after first taking office.

He said the US did not cease to function in the interim despite that delay.

“When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full cabinet in place for several months after first taking office; the United States did not cease to function in the interim,” he had said.

NIGERIA’s organised labour unions-the Nigeria Labour Congress and the Trade Union Congress-have jointly called for capital punishment for anybody found guilty of corruption in the country.

NIGERIA’s organised labour unions-the Nigeria Labour Congress and the Trade Union Congress-have jointly called for capital punishment for anybody found guilty of corruption in the country.

Essien made the call in an interview with the News Agency of Nigeria in Eket, Akwa Ibom State.

According to him, publishing the names of the looters will make more impact in the fight against corruption.

PDP National Publicity Secretary, Olisa Metuh
The national leadership of the Peoples Democratic Party has refused to hang the official portrait of President Muhammadu Buhari at the party’s national secretariat, checks by The PUNCH have revealed.

Over 100 days after the President assumed office, the PDP has yet to hang his portrait at any of the offices in its Wadata House national secretariat, located at Zone 5, Abuja.

The party has also said it would never put Buhari’s portraits on its walls though it has removed that of the former President, Dr. Goodluck Jonathan, who ruled on the platform of the PDP.

“We will never hang his portrait in this office, because President Buhari is not known to our party. He is not a leader of our party and therefore we will never put his portrait here. We are a political party, very partisan and therefore, we are not going to hide that,” National Publicity Secretary of the PDP, Olisa Metuh, told our correspondent on the telephone on Tuesday.

Jonathan was also the presidential candidate of the former ruling party during the last general election but he was defeated by Buhari, who was the presidential candidate of the opposition All Progressives Congress.

The defeat was the first to be suffered by the PDP since the return of democracy in 1999.

The national leadership of the Peoples Democratic Party has refused to hang the official portrait of President Muhammadu Buhari at the party’s national secretariat, checks by The PUNCH have revealed.

Over 100 days after the President assumed office, the PDP has yet to hang his portrait at any of the offices in its Wadata House national secretariat, located at Zone 5, Abuja.

The party has also said it would never put Buhari’s portraits on its walls though it has removed that of the former President, Dr. Goodluck Jonathan, who ruled on the platform of the PDP.

“We will never hang his portrait in this office, because President Buhari is not known to our party. He is not a leader of our party and therefore we will never put his portrait here. We are a political party, very partisan and therefore, we are not going to hide that,” National Publicity Secretary of the PDP, Olisa Metuh, told our correspondent on the telephone on Tuesday.

Jonathan was also the presidential candidate of the former ruling party during the last general election but he was defeated by Buhari, who was the presidential candidate of the opposition All Progressives Congress.

The defeat was the first to be suffered by the PDP since the return of democracy in 1999.

The AIG summoned them but they failed to turn up at present. We went to court to restrain them from selling our lands with fake papers and very many elders cooperated with them because that is the only way they can make money.

Why we fled

If you go to our village today, they have dominated the place with cultists, they do not want to learn any trade, all they are concentrating on now is to sell our community land. The police have also sent a reminder to them to report but no way. Odionwere and I had to flee to Benin because they have vowed to kill us if they see us in the community.

Unfortunately, the police are not helping matters, I am the patron, the youth leader is supposed to be under me, and I am supposed to supervise all the activities that have to do with sales of land in the community. The youth leader leaves partially in Benin and in the village but he spends all his day in the village and most times when the police go there,    they resist arrest because of the small number of the policemen that go there.

“I may not know all the state governors do. And I also may not known all they don’t do. And I know what pained the people too. When he told me that he wants to declare for second term, I said he should do it. As I said, he should do it, some people were asking me questions through bulk SMS.

“But I want to tell him that I would also be here when he is presented with the flag of the party. One of the things worrying the Federal Government is the issues of workers money by states. Dickson has done well in that aspect. Also another issue is that of the borrowing. Dickson has done well. On infrastructures and development, Dickson has tried.”

ABUJA—THE Senate was told, yesterday, that the Federal Government has invested a N2.74 trillion in Nigeria’s power sector over the last 16 years (1999 to date).

The investments were made during the regimes of former President Olusegun Obasanjo; his successor, late President Umaru Yar’Adua, and President Goodluck Jonathan.

The Permanent Secretary, Ministry of Power, Ambassador Godknows Igali, and the Managing Director, Niger Delta Power Holding Company, NDPHC, Mr. James Olotu, disclosed this before a Senate Ad-hoc Committee probing the power sector from 1999 till date.

Furthermore, Olotu revealed that contrary to popular belief, the National Integrated Power Projects, NIPPs, which gulped about $8.23 billion or N1.64 trillion were actually being funded from the Excess Crude Account, rather than from ministerial provisions.


Power in military era

Speaking further, Ambassador Igali told the Senate that former military Heads of state, who ruled the country from the overthrow of former President Shehu Shagari, up to 1999, when democracy was reinstituted, crippled the power sector.

According to Igali, this is because the successive regimes not only failed to recruit the relevant engineers for 19 years, but also failed to invest in the power sector during their reigns.

He disclosed that out of the 79 power generation units, only 19 were functioning at that time, adding that no new power plant was constructed from 1991 to 1999.

He recalled that the last plant, Shiroro was built in 1991, long before the emergence of Obasanjo as president in 1999, adding that consequently, the power sector depreciated rapidly due to lack of consistent investment and funding until Obasanjo began the power reforms.

Democracy brought improvement

Igali said further: “When democracy came, the government inherited the sector that had not made capital investment for a long time and not a single engineer was recruited in 19 years. Despite the effort at investment by government, we have not been able to invest in a consistent manner in the power sector.

“Investment from government and the private sector must go up gradually but consistently, as fluctuation will not help our economic development. I do know that despite government’s effort at funding the power sector, the nation continues to experience epileptic power supply. However, it takes time to stabilise.”

He equally recalled that when Obasanjo came to power in 1999, electricity generation capacity was a mere 1,750 MW, noting that in view of the volume of investment required, the Ministry had to bring in the private sector which resulted into a reasonable improvement from what it used to be.

Funds appropriation

Igali further disclosed that despite the sector’s need, budgetary votes were seldom released fully, noting that the country cannot realise the full benefit of any investment in power unless the value chain elements – generation, transmission and distribution were also revamped.

He gave a breakdown of the appropriation and money released from 1999 to 2015 as follows:

*1999 – N11.206 billion appropriated, N6.698billion released;

*2000 – N59.064billion appropriated, N49,785 billion released;

*2001 – N103. 397 billion appropriated, N70.927 billion released;

*2002 – N54.647billion appropriated, N41.196 billion released;

*2003 – N55.583billion appropriated, N5.207billion released;

*2004 – N54.647billion appropriated, N54. 647billion released;

*2005 – N90.283 billion appropriated, N71.889 billion released;

*2006 – N74.308 billion appropriated, N74. 3 billion released;

*2007 – N100 billion appropriated, N99.8 billion released;

*2008 – N156 billion appropriated, N112 billion released;

*2009 – N89. 5 billion appropriated, N87billion released;

*2010 – N172 billion appropriated, N70 billion released;

*2011 – N125 billion appropriated, N61 billion released;

*2012 – N197. 9 billion appropriated, N53. 5billion released;

*2013- N146 billion appropriated, N49 billion released;

l2014 – N69.8 billion appropriated, N48 billion released; and,

*2015 – N5. 240billion appropriated, no money released yet.

However, he said that it was only in 2009 that the power sector witnessed a full appropriation, adding that the annual net funding shortfall ranged from 22 per cent to 67 per cent.

Intervention funds

According to Igali, about N155 billion intervention fund was released to the Ministry for the Multi-Year Tariff Order, MYTO, to cushion the effects of the shortfalls in expenditure for the power sector between 2009 and 2013.

The funds were given for a period of five years. A breakdown of the interventions funds are as follows:

*2009 – N30.8 billion;

*2010 -N43.2 billion;

*2011 – N37.0 billion;

*2012 – N11.5 billion; and,

*2013 – N32.6 billion.

Outstanding labour issues

Speaking on the defunct National Electric Power Authority, NEPA, the Permanent Secretary, who noted that every aspect of power has been sold, except for the transmission units, said that about 2,000 workers were yet to be paid off.

He noted that many who claimed to be staff of NEPA do not have valid documents, adding that parts of the proceeds from the privatisation exercise were used to settle labour claims of over 46,000 workers by the Bureau of Public Enterprises, BPE.

He said the payments were made through the office of the Accountant General of the Federation and the National Pensions Commission.

Electricity operations

Speaking on the high cost of operations in the power sector, Igali who noted that a healthy infrastructure expansion programme required continual investment, said that about “60% – 70% is the typical utility debt to equity profile. Infrastructure projects should be fully funded over a three-year budget cycle.

“Typical Capital Cost (based on a 200:1 Naira/USD exchange rate), Gas processing plant N30 – N40 billion; each Gas pipeline N12 million per inch per km; Generation N200 million per MW; Double circuit 330 kV transmission line: N85million per km; Double circuit 132 kV transmission line N80million per km; Transmission transformer N16 million per MVA; Single circuit 33 kV distribution line N6.5million per km; Single circuit 11 kV distribution line: N6million per km; and Distribution transformer N2.5million – N6 million each.”

No witch-hunting

Earlier, the Chairman of the Committee, Senator Abubakar Kyari, APC, Borno North, insisted that the exercise was not to witch-hunt anybody, but a fact finding one in the interest of Nigeria.

Expected to appear before the Committee today are the Nigerian Electricity Regulatory Commission, NERC; Bureau of Public Enterprises; BPE; Power Generating Companies, GENCOs and Power Distributing Companies, DISCOs.

It would be recalled that Senate President Bukola Saraki, had last month announced a 13-man ad-hoc Committee to carry out a holistic investigation into the management of funds appropriated to the power sector from the Olusegun Obasanjo civilian administration to date.

Senator Saraki had urged members of the committee to consider their reputation and integrity and come up with a report that would be acceptable to Nigerians. He lamented that a lot of money had been spent on the sector with no results, while Nigeria is still faced with the challenge of power supply.

The committee  was also saddled with the responsibility of looking into irregularities in the unbundling of the Power Holding Company of Nigeria, PHCN and to inadvertently probe how the Obasanjo, Umaru Yar‘adua and Jonathan administrations managed funds allocated to the sector.

It  was charged with the task of looking into the entire power value chain including generation, transmission and distribution with a view to identifying what the problems in the sector are.

Saraki who noted at the inauguration of the committee three weeks ago that the task before the panel is huge, had however frowned at the continued absence of regular supply of electricity despite the country’s huge investments in the sector.

Kyari, in his remarks during the inauguration detailed the nature of the investigation his committee is saddled with,saying, “ to have a close look at the entire power value chain (generation, transmission and distribution) calls for review of our policies in order to obtain optimum performances across the board.

Following the directives by the Army Headquarters to troops in the North East for a painstaking search of motorists and cargoes, troops of the 3 Division Nigerian Army have intercepted and arrested some kingpins and foot soldiers of suppliers of Boko Haram terrorists with hard drugs and other stimulants.

A statement signed by Acting Director Army Public Relations, Colonel Sani Kukasheka Usman said the terrorists were arrested between Depchi and Geidam, in Geidam Local Government Area of Yobe State

The statement added that the arrested persons were also engaged in the supply of fuel in addition to hard drugs such as Cannabis (Indian Hemp), Chlorofone substance (AKA Madaran suck and die) and Tramol, amongst others.

The Chairman, Badagry Ship Repair and Maritime Engineering Company (BSMEC), Dr. Taiwo Afolabi said yesterday that the $1.5 billion dockyard project in Badagry, Lagos, is owned by the company and not the Nigeria Liquefied Natural Gas (NLNG) Limited.

Afolabi, who doubles as chairman of a participating company that formed the consortium comprising Sifax Logistics and Marine Services Limited, was responding to the ongoing controversy trailing its recent decision to site a $1.5 billion dockyard project in Lagos State.

Speaking in Lagos on behalf of the consortium, Afolabi said: “BSMEC is the sole owner of the Badagry Dry Dock Project and no one else. BSMEC is made up of five different successful Nigerian companies who came together as core investors to form Badagry Ship Repair and Maritime Engineering Company, which is a joint venture between Sifax Logistics and Marine Services Limited, Energy Nature Limited, GMT Energy Services Limited, Japaul Oil and Maritime Services plc, and SIVC Infrastructure DMCC (Sahara Group Limited).

“Nigeria LNG is not a part of the consortium and is not an investor in the construction of the dry dock project.

To be clear, the Badagry Dry Dock will be used for the maintenance of a wide range of oil and gas related vessels, including very large crude carriers (VLCCs), offshore drilling rigs, offshore support vessels, in addition to large LNG carriers.”

The dockyard is also planned to be a hub to be used for dry docking vessels from other West Africa countries, he affirmed, saying the choice of location was made on a purely business interest basis, taking into account several factors considered important to investors.

The project is in line with the government’s drive for Nigerian content and will create capacity for Nigeria and help address capital flight, he said.
